Why Trust Is Still a Major Barrier to AI Adoption in Law Firms

Ask most legal professionals why they don't fully trust AI use in legal work, and they'll tell you it's because AI makes things up. Hallucinations (the well-documented tendency of AI to produce confident, plausible-sounding falsehoods) have become the default explanation for cautious adoption across the legal industry. It's a reasonable concern — in a field where a single error can mean malpractice, "mostly right" isn't good enough.

But here's what's interesting: when you look at the data, hallucinations aren't the whole story. They might not even be the main one.

Consider the gap. According to Filevine's AI Trust Index, 80% of legal professionals report some level of AI confidence, and 67% are using AI on a weekly basis. These aren't skeptics sitting on the sidelines, they're practitioners who’ve adopted the technology and are finding real value in it. 75% report saving between 1-5 hours per week, 14% are saving more than five hours, and 27% say AI has directly accelerated their career advancement. Legal research, document review, document management: the work is getting done faster.

And yet only 1% of legal professionals say they are extremely confident in AI-generated work. That's the Trust Gap: the distance between using a tool for efficiency and trusting it enough to sign off on billable, client-facing work.

Something other than hallucinations is driving that gap.

What the Data Says About Legal AI Trust and Confidence

Here's the finding that changes the conversation: integration level is a strong predictor of Legal AI confidence. Legal professionals who work within unified, integrated AI platforms report meaningfully higher trust in AI than those cobbling together a stack of disconnected tools. But, as of this writing, only 15% of legal teams operate from a unified platform.

The accuracy concern is real; 56% of respondents cite it as their top worry. The security concern is close behind at 53%, particularly around what happens to confidential client data when it's fed into a public large language model. But 19% of respondents specifically point to a lack of integration with existing tools as the bottleneck holding back faster adoption. One clear problem has emerged outside of hallucinations: infrastructure.

The Fragmentation Chain

To understand the infrastructure problem, we have to first understand the process:

  1. Legal teams use disconnected tools. A lawyer may have a general AI tool open alongside a case management platform, document storage system, and legal research database. Each tool lives in its own silo.
  2. The AI only sees part of the picture. Because those systems are not fully connected, the AI cannot access the complete case file, including documents, communications, and matter-specific facts.
  3. Its output has to be manually verified. Even when the response sounds useful, attorneys still have to check it against the record. And not just occasionally, but every time.
  4. Verification slows the workflow and weakens trust. The burden is not just extra work. It signals that the tool is not reliable enough to stand on its own in case-specific legal work.
  5. Lawyers limit AI to low-stakes tasks. As confidence drops, usage becomes more cautious. Teams use AI for drafting, summarizing, or admin help, but stop short of higher-value work.
  6. AI never gets fully adopted. Because it is only trusted in narrow situations, firms never experience the full upside of the technology.

In short: siloed tools create incomplete context, incomplete context creates verification burden, verification burden erodes trust, and eroded trust leads to limited adoption.

The chain looks like this: siloed tools lead to partial case context, which produces outputs that require constant verification, which erodes confidence, which produces cautious and limited usage. Around and around we go. 

The Irony

There's a meaningful irony buried in all of this. Legal teams are actively investing in AI, the adoption numbers make that clear. But many of those same teams are investing in AI while leaving the infrastructure problem unaddressed, and that’s the very problem that limits what AI can actually do for them.

31% of firms have no AI policy in place, meaning attorneys are making individual judgment calls about what to share with AI tools. That's Shadow AI risk: the exposure that comes not from using AI, but from using it inconsistently and without guardrails. And the integration gap means that even well-intentioned AI adoption leads to tools that are working with incomplete information, and are therefore producing outputs that can't be fully trusted.

The result is an industry spending real money on AI without solving the data problem that determines whether AI can deliver.

52% of legal professionals said their confidence in using AI increased over the past year. That's an encouraging signal. But optimism doesn't close the Trust Gap — better infrastructure does.

The path forward isn't complicated, but it does require intention. Firms that want to get ahead of the curve need to establish clear AI policies that define acceptable use, prioritize integration so AI works within existing workflows rather than alongside them, and demand that AI systems operate from grounded, firm-specific data rather than general knowledge pulled from the open web.
